You would have to deactivate Office on your old device since a perpetual license only applies for one machine) If you need a new license for Office 2016, you'll need to purchase it from a 3rd party such as Amazon. But to clarify something, Office 2016 is no longer available for purchase from Microsoft in the event I misunderstood the original post (I took that to mean you want to re-install '2016 using a license previously purchased).
